The Milwaukee County System started with a street railway construction in the year 1858. The first horse-drawn street-railroad franchisee was granted by the Common Council and in 1860, the first street car was pulled by four sturdy horses from Erie Street, across N. Water Street to E. Juneau Avenue. The charge was 5 cents and there were three rides in an hour.
About three decades later, in 1890, Milwaukee's mass-transit system underwent revolution with the operation of the first electric car on Wells Street. In 1986, TMER&L Company was founded (The Milwaukee Electric Railway and Light Company). This company even managed the electrical utilities though its creation was primarily for transportation purposes.
In 1938, the company was split into two to form the electric company- the Wincosin Electric Power Company and the transport company - The Milwaukee County Transit System.
